We officially opened in Kiev with the support of the USAID ARDS project! Surprised agricultural producers of the Kiev region with the presentation of the electronic Agrarian Cabinet. There is no such platform for attracting financing for the agribusiness development in Ukraine. Therefore, all participants in the agricultural sector cooperate with us: Ukrainian and foreign banks, the state, international and national development projects. Together with the Agrofincenter, this event was held by PrivatBank, PUMB, Raiffeisen Bank Aval and European Investment Bank. Representatives of financial institutions showed farmers their loan offers available in the e-Cabinet. Banks also evaluated the tool of two-level credit analysis, assessment of agricultural risks and monitoring of agricultural clients in Agrarian Cabinet. Shupyk Serhii Mykolaiovych congratulated the guests from the Ministry of Economic Development, Trade and Agriculture. The deputy director of the Department of Rural Development reminded the farmers about the SSC reimbursement program for family farms since January 1, noted the need for UTC in the official registration of each agricultural producer. Representatives of the Better Regulation Delivery Office and REGIONET Ukraine supported our initiative and helped to answer questions from farmers concerning the use and registration in the Agrarian e-Cabinet. We are glad that during event we helped agro-tourism enterprise from the Vasilkovsky district. After years of fruitless self-seeking for funds, farmers finally found a lender - PrivatBank was very interested in the enterprise!

In order to improve the access of farmers to financial resources through the use of innovative technologies, the PA «National center of agrifinance development» is launching a series of trainings for agricultural producers of financial literacy. The opening of the event on October 28 was attended by USAID Advisor on Agricultural Markets Supporting Agricultural and Rural Development Oleksandr Osovets, First Deputy Chairman of the Lviv Regional State Administration Vasyl Lozynsky and Director of the Department of Agricultural Development of the Lviv Regional State Administration Yulia Shopska. Consultants of the PA «National center of agrifinance development» presented to the agro-producers an innovative product for seeking financing - the AgriAnalytica electronic Farmer’s Cabinet. Agrarians were learning how to register online, how to find the necessary information on the directions of state support, the list and sample of required documents, and how to apply for state financial support, both through The Ukrainian State Farmers Support Fund and through authorized banks, represented on the platform. 20 training participants, owners of agricultural enterprises, have one problem in common: manual accounting on paper sheets or in Excel tables. In such an inconvenient way farmers can make only the basic reporting: on salary payments, taxes and land units rental costs. The training participants finally wanted to find an affordable and convenient tool for automating accounting, controlling their finances in a progressive way. Finally, they really found it: the product AgriAnalytica:Accounting + Production Management. Use of this online program was the main topic of the training. The experts of the Agrofincenter taught the participants to enter in the system the input data on the enterprise, the balances sheet, and the reporting documents for previous periods. Передбачений обсяг залучення для кожного консультанта: 30 робочих днів від дати затвердження кандидатури до 31 березня 2020 року. Останній день подання резюме та мотиваційного листа – 17 вересня 2019 року. ГС «Національний центр розвитку агрофінансування» створена зацікавленими фермерами у червні 2019 року за методологічної підтримки проекту «Агросільрозвиток». Консультанти Центру агрофінансування допомагають фермерам отримати доступ до фінансових послуг, використовуючи онлайн платформу «АгріАналітика» для автоматизації створення бізнес-планів та подання ел.заявок на отримання кредитів. Керівництво Громадської спілки «Національний центр розвитку агрофінансування» спільно з її членами сформулювали позицію щодо впровадження ринку землі в Україні

Громадська спілка «Національний центр розвитку агрофінансування» протягом двох останніх тижнів провела низку зустрічей із членами спілки, а також запрошеними до дискусії фермерськими господарствами Львівської області щодо впровадження ринку землі. Кожен учасник дискусії мав можливість висловити своє бачення щодо ринку землі та внести свої пропозиції до підготовки на законодавчому рівні механізму купівлі – продажу землі. Підсумовуючи всі пропозиції, озвучені учасниками під час обговорення земельного питання, було сформовано чітку позицію щодо підтримки впровадження ринку землі в Україні та прийнято таке рішення: І. Звернутися до Президента України, Верховної Ради, Кабінету Міністрів та профільного Міністерства з проханням врахувати наші пропозиції при підготовці законів, постанов та інших підзаконних актів, а саме: 1. Провести оптимізацію земельного ресурсу (чітку градацію земель) та усунути всі недоліки щодо обліку земель, виділення їх в натурі із присвоєнням відповідних кадастрових номерів. 2. Внести в законопроекти обмеження щодо кількості землі, яка може бути придбана одним суб’єктом господарювання не більше 300 га в наступній послідовності: а) у перший рік не більше 40 га; б) на другий рік не більше 50 га при умові, якщо придбана земля в попередньому році обробляється безпосередньо власником цієї землі; в) на третій рік без обмежень, але не більше 210 га. 3. Першочергове право на придбання вільних земельних ділянок, які знаходяться на території даної громади, мають місцеві сільськогосподарські виробники та жителі відповідної територіальної громади. Якщо право першочерговості придбання землі не використано, то пропонується наступна послідовність права на викуп: район, область, українські інвестори, фірми з іноземним капіталом. 4. Громадяни, які хочуть придбати землю, мають мати вищу профільну або економічну освіту. 5. В першу чергу впровадити продаж земель державної, комунальної власності та невитребуваних паїв. 6. Новостворені суб’єкти господарювання мають право на викуп земельної ділянки після одного року позитивної їхньої господарської діяльності. 7. Якщо на придбаній земельній ділянці не ведеться господарська діяльність протягом 3-х років, то дана земельна ділянка підлягає вилученню і переходить у власність держави або виставляється на продаж через земельний аукціон із поверненням власникові її вартості. 8. Відчуження придбаної земельної ділянки можливе тільки після 3-х річного терміну її використання. ІІ. Для малих і середніх сільськогосподарських виробників запровадити такі пільгові фінансові механізми: а) створення гарантійного державного фонду для часткової гарантії кредитів наданих на придбання земель малими та середніми сільськогосподарськими виробниками; б) надання кредитів для купівлі землі терміном не менше 10 років; в) відсоткова ставка по кредиту не може перевищувати 3-5% річних; г) створення державного земельного банку або фінансової установи для надання кредитів малому і середньому сільськогосподарському виробнику для викупу землі. Farm "MELESHKA V.P." - a member of the Public Association, who appealed to the staff of the Lviv branch of the Public Association «National center of agrifinance development» in order to obtain a loan from a bank for the purchase of a tractor. The consultants of PA provided a detailed explanation of the conditions for obtaining loans from banks, as well as submitted an application to Farm "MELESHKA V.P." through the Agrarian Cabinet at 9 banking institutions. Four banks refused to accept the application because of non-compliance with credit policy. The farm refused to cooperate with the two banks due to the length of time it took to prepare and submit the loan. At present, JSC CB PrivatBank has offered the most favorable conditions for obtaining a loan in the amount of UAH 600 thousand. Nadiya, a member of the Farm "MELESHKA V.P.", who is responsible for preparing the loan documents, is very grateful to the employees of the Lviv Branch of the Public Association «National center of agrifinance development», in particular, Roman Rosmus, for their assistance in solving the issue of obtaining a loan, and especially because you did not have to go directly to the banking department and wait for 3-4 months for a decision.
